Onchain votes use 1 member = 1 vote. Routine matters stay offchain. Major changes require ≥70% approval (early termination, next-cycle policy, unpause after dispute).

• Mid-cycle roster changes are not allowed — waitlist or new cohort.
• Payout order cannot change during an active cycle.
• Emergency pause is controlled by the Safe multisig stewards.

When a passed proposal is executed by stewards: Early terminate calls emergencyPause on the circle; Unpause calls emergencyUnpause. Sweep Cured Funds requires a validated destination address encoded in the proposal payload. Next-cycle policy hashes are recorded for offchain launch config — no roster change on an active cycle.
